The Door Swings Both Ways: What Founders Face When Relocating to Cyprus in 2027

The headlines out of Limassol have been difficult to ignore. When high-profile tech and gaming firms like BrainRocket shuttered local offices and Centalion Group announced its corporate migration to Singapore, the local business ecosystem felt the shift. After BrainRocket’s departure, the Cyprus Chamber of Commerce and Industry warned that the island’s competitive edge cannot be taken for granted.

For global founders evaluating their next strategic move, the immediate question is there: should we be worried? In short, it is a signal, not a verdict.

In 20 years of business relocation, I have watched Cyprus evolve through every regulatory shift. The ground rules are changing again, but the underlying opportunity for those who build for substance remains unmatched. Founders choose our island every year, not once. Winning in 2027 means giving your business and your people a reason to stay.

1. The Headline Rate versus the Structure

Let’s address the elephant in the room: on 1 January 2026, the corporate income tax rate rose from 12.5% to 15% and caused unnecessary panic. The rate is merely the headline, the structure is the story.

The core structural pillars that make Cyprus an elite holding jurisdiction remain completely intact:

  • The Participation Exemption: Remains intact.
  • Capital Gains Exemptions: Securities trading gains remain protected.
  • The Notional Interest Deduction and IP Box: Fully operational, with the IP box offering an effective tax rate of roughly 3%.
  • Loss Carry-Forwards: Tax losses can now be carried forward for 7 years instead of 5.

And if you look further down the balance sheet, dividends now cost far less in tax. Cypriots and long-term residents pay 5% on dividends, down from 17%. Most new arrivals pay nothing for their first 17 years. Dividends that a holding company receives can be free of the 15% corporate tax, if they qualify. The numbers tell a compelling story for structured holding companies, but conditions apply, so check yours.

2. The Costly Mistake

The most common and costly mistake the founders make is confusing company registration with actual operational relocation. A private limited company can typically be registered on paper in 7 to 10 business days. However, a certificate of incorporation does not grant you a corporate bank account, residence permits, or the legal right to hire staff from abroad.

To secure those, you must qualify as a Foreign-Interest Company through the Business Support Centre and need genuine substance: independent physical commercial premises separate from residential properties, and executive leadership operating locally on the ground. An incorporation certificate is just a filing, whereas a fully operational headquarters is a strategy.

At KW Cyprus Advisory, we engineer your entire move in the correct operational sequence. That means a clear strategy for your move, coordinated with licensed tax and legal advisers. It covers company setup in the right order, premises and banking, licensing, hiring and permit planning, plus team and family relocation. We take care of housing, car registrations, schooling and local setup too.

A successful relocation is not just filed paperwork, it is settled people and protected assets. Your move is too important to leave to chance. Let’s build it right.

3. The 2027 Regulatory Landscape: What Changes Now

If you are planning a move or scaling operations, the regulatory framework demands absolute precision.

The Hiring and Payroll Shift

  • The Salary Floor: Employees from outside the EU must earn at least €2,500 gross a month, and the transitional €2,000 exception for existing key personnel ends on 31 December 2026.
  • The 70:30 Ratio: Companies commit to maintaining at least 30% Cypriot or EU staff within five years. From 2 January 2027, this ratio is checked on new recruitment, and a miss is assessed case by case. The good news is that up to 70% of your team can be non-EU, and highly paid staff need no labour market check. Plan your local hires in year one rather than year five. It is the smartest way to stay ahead.

Retaining Elite Talent: The 50% Tax Exemption

Talent retention is an ecosystem challenge. In Limassol, newcomers see two-bedroom asking rents around €2,100 a month, well above the €1,400–1,500 average the Real Estate Registration Council reports. Picture a founder watching their lead engineer struggle to find a place to live, or a school for their children. The permit is the easy part. Housing, schooling and a partner’s career decide whether your people stay. That’s why my team delivers full support across every personal and professional detail to ensure your key talent actually settles and that the process is seamlessly aligned with your business setup.

To offset high living costs, Cyprus offers a powerful fiscal incentive. Employment income above 55,000 euros qualifies for a 50% exemption for 17 tax years, provided the person was not Cyprus-resident for 15 consecutive years beforehand.

The Executive Calculation in Action:

  • The example of an executive drawing a 100,000 euro gross salary:
  • With the 50% exemption, the taxable income is treated as 50,000 euros instead of the full 100,000 euro gross salary.
  • Under the progressive brackets, which include an increased tax-free threshold of 22,000 euros, the personal income tax drops from around 23,300 euros to around 6,900 euros.
  • This results in an annual saving of roughly 16,400 euros. (The estimate covers personal income only)

4. Your First 90 Days: The Execution Blueprint

Do not leave your transition to chance. Here is the operational checklist for founders to secure their expansion:

Days 1–30: Qualify before you commit

  • Classify your income (salary, dividends, royalties, trading) to choose the right corporate and personal structure.
  • Verify eligibility with the Business Support Centre (BSC), including the ownership and €200,000 investment tests.
  • Secure real premises: independent offices, separate from any private residence.
  • Choose your residency route (183-day or 60-day) and secure housing.
  • Appoint your Cyprus tax adviser and model your structure.

Days 31–60: Build it right

  • Complete company registration and lodge your beneficial ownership details.
  • Register with the BSC and take its written confirmation to the Migration Department (for non-EU staff).
  • Register with the Tax Department within 60 days of incorporation and check whether VAT applies.
  • Open the bank account.
  • Appoint your accountant and auditor.
  • Register as an employer with Social Insurance Services. Notify each new hire through ERGANI no later than 1 day before they start.

Days 61–90: Protect what you built

  • Issue contracts at €2,500+ gross a month for non-EU employees, and file permits. Spouses of staff at that level get immediate access to paid work.
  • Plan your local hires early for the 70:30 review.
  • Model each executive’s tax position over 17 years.
  • Sort schooling before anyone lands.
  • Build your compliance calendar:
  • Provisional tax is due 31 July and 31 December.
  • VAT returns are quarterly and payroll is monthly.
  • Audited accounts and the corporate return are due annually.

The Bottom Line

Cyprus heavily rewards the prepared. In 2027, the founders who succeed will not be chasing a tax rate. They will be building teams, offices, and compliance that make leaving the harder choice.
